HCLTech has announced a major strategic partnership with artificial intelligence (AI) company Sarvam and the Government of Odisha to launch its first AI data centre. This is a total investment of ₹14,257 crore, including the financial support provided by the state government of Odisha. This major investment is one of the largest infrastructure investments by HCLTech to date, located at the future Odisha Sovereign AI Park, Bhubaneswar.

It also marks the company’s decision to enter India’s full-stack AI infrastructure market and introduces an AI computing ground in the country, enabling large-scale model training, inference, research, and deployment in both public and private sectors.

Strategic vision and multilingual capabilities

The proposed data center facility is envisioned as a shared computing infrastructure of sovereign grade. As per the tripartite accord, HCLTech will integrate its complete AI infrastructure capabilities with the foundation models created by Sarvam. The technical partnership is focused on the development of sector-specific AI applications for government and private enterprise customers. 

The facility helps achieve government data sovereignty needs by keeping computing workloads and management of data within the country’s borders, protecting essential digital infrastructure. Beyond being equipped with high-performance computing power, the project pays particular attention to speaking, language, and localized accessibility across India. 

The AI data centre will facilitate the provisioning of multilingual AI-based services for end customers. This component of the project reflects the Digital India and Atmanirbhar Bharat initiatives, serving to advance the vision set by Prime Minister Narendra Modi to ensure that AI becomes accessible and useful for every citizen. The project will integrate both GPU infrastructure and Indian AI models, providing computational capabilities to local developers as well as facilitating the scaling of enterprise-level systems.

Infrastructure growth and leadership perspectives

The project was officially formalized after the signing of the Memorandum of Understanding by the representatives of HCLTech, Sarvam & the Odisha Government. It was signed by the Chief Minister of Odisha Mohan Charan Majhi, Minister of Electronics and IT Mukesh Mahaling, HCLTech Chairperson Roshni Nadar Malhotra, HCLTech Chief Executive Officer and Managing Director C. Vijayakumar, and Sarvam Co-Founder Pratyush Kumar. 

Additional Chief Secretary of the Odisha Government Vishal Kumar Dev also attended the event. Roshan Nadar Malhotra, HCLTech’s Chairperson, reflecting on the milestone, said that HCLTech has always been a leader in the Indian technology industry and works tirelessly to empower India’s self-reliant Artificial Intelligence ecosystem through organized investments and strategic alliances. 

Sarvam Co-Founder Pratyush Kumar noted that the AI park will bring together high-performance computing architecture and domestic AI models to serve the purpose of meeting enterprise and government demands for real-world applications. Additional Chief Secretary Vishal Kumar Dev welcomed the investment by HCLTech, saying the project further enhances the city’s trajectory as one of the leading technology hubs of the country.

In addition to the ₹14,257 crore AI data centre, HCLTech announced plans to open a new Global Delivery Centre in Odisha. The delivery facility is expected to create over 5,000 jobs in the region. The centre is slated to commence its operations by 2028 and should function as an integrated ecosystem that will include the AI data centre at the Odisha Sovereign AI Park, along with IT services, software development, and technical support.

The facility comes at a time when the technology market and data center operations are rapidly growing in India. This expansion is attributable to the digital economy, shifting data localization regulations, and the rising need for graphics processing unit infrastructure supporting the complex application of AI training and inference workloads. The investment by HCLTech, Sarvam, and the Odisha state government in Bhubaneswar is creating a significant regional center for cutting-edge computing and enterprise digital solutions.
