SUMMARY

Tamil Nadu is making significant strides in enhancing India’s artificial intelligence  landscape with the announcement of the nation’s inaugural full-stack Sovereign AI Park.  This ambitious project will be developed in collaboration with Sarvam AI, following the  signing of a pivotal Memorandum of Understanding (MoU) between the state  government and the AI startup. 

A Dedicated Hub for Sovereign AI Development 

The Sovereign AI Park is set to be a specially designed district that will incorporate high performance AI computing infrastructure, secure data frameworks, cutting-edge  research laboratories, and innovation clusters. A central aspect of this initiative is the  creation of a dedicated Institute for AI in Governance, which will ensure that data, AI  models, and computing resources are securely managed within the state’s trusted  digital environment. This approach aims to facilitate the ethical and inclusive  application of artificial intelligence across various sectors. 

Investment of ₹10,000 Crore and Job Opportunities 

With an investment of nearly ₹10,000 crore, the AI Park is anticipated to generate over  1,000 high-skilled deep-tech jobs, fostering a robust AI ecosystem driven by public  interest in Tamil Nadu. The MoU was signed in the presence of notable figures, including  Chief Minister M.K. Stalin, Industries Minister Dr. T.R.B. Rajaa, Industries Secretary Arun  Roy IAS, IIT Madras Director Prof. V. Kamakoti, and Sarvam AI Co-founder Pratyush  Kumar. 

A Vision for People-Centric AI 

During the event, Industries Minister Dr. T.R.B. Rajaa emphasized that this initiative  underscores Tamil Nadu’s dedication to not only embracing AI but also actively shaping 

its trajectory through a people-centric, state-led strategy. He mentioned that the  Sovereign AI Park would facilitate extensive AI deployment in critical sectors such as  education, agriculture, healthcare, and citizen services, thereby enhancing efficiency and the delivery of public services. 

Establishing Tamil Nadu as a Global AI Hub 

Industries Secretary Arun Roy remarked that this project positions Tamil Nadu among a  select few global locations that provide AI-grade infrastructure, a wealth of talent, and a  sovereign digital ecosystem. He believes this initiative will bolster the state’s appeal as  a prime destination for next-generation global technology investments. 

A ‘Digital Sangam’ Inspired by Tamil Heritage 

Drawing inspiration from the historic Sangam academies, the Sovereign AI Park is  envisioned as a contemporary “Digital Sangam.” A significant focus will be on creating  Tamil-first foundational AI models that bridge classical language and culture with  modern digital applications. This strategy aims to ensure that future AI systems are  inclusive, culturally grounded, and relevant to local contexts. 

Fostering Research and Talent Development 

IIT Madras Director Prof. V. Kamakoti expressed that this initiative will empower  students and researchers in Tamil Nadu to become innovators in AI technology rather  than mere consumers. He noted that access to world-class AI infrastructure would  enable the state’s talent pool to evolve into a leader in economic and technological  advancements. 

Building AI Solutions for India and Beyond 

Sarvam AI Co-founder Pratyush Kumar highlighted that the collaboration aims to  develop AI that is trained, deployed, and governed within Tamil Nadu, while also being  scalable for global applications. He added that this project would facilitate the  transition of AI from experimental phases to tangible real-world impacts on a national  scale, reinforcing India’s sovereignty in the AI domain.
