These ideas will be eligible for the government’s financial and technical support. Under the state’s startup Bihar policy, a seed fund of Rs 10 lakh will be given to selected ones.

The website was designed with rural areas in mind. This online platform allows innovators living away from cities to enroll or submit their ideas through the mobile-friendly submission portal. The website is simple and easy to use; anyone with internet access can easily register and fill out the form, eliminating the need for formal business plan documentation. 

The portal removed the barrier of complex processes and ensured that the unique ideas are not held back due to lengthy procedures. The website uses phone number-based OTP for login and provides guided templates with all solutions. The portal supports three languages, including Hindi, English, and Maithili. The government used this digital approach to encourage the younger generation to think creatively and start their journey. This step is expected to open the door for many first-time entrepreneurs

The “Bihar Idea Festival” is being held in several districts of the state to spread awareness about entrepreneurship. In all 38 districts, the government is organizing local workshops in collaboration with NGOs and district magistrates. The workshops help people realize the problems in everyday life and how to find its viable business solution. Some of the examples are waste management and crop spoilage. 

Finding such problems leads to more business opportunities. The government and the authorities believe that this initiative will also help decentralize the startup ecosystem while connecting rural communities, farmers, and marginalized groups with opportunities. The whole program also provides expert advice to help them refine and execute ideas. Women-led startups often face hurdles like professional networks, cultural norms, and societal expectations, along with limited funding. This initiative directly tackles these issues by offering an online platform where they can share their ideas and connect with resources. The inclusivity ensures that women get the same opportunities to secure support and pitch ideas as men. 

The success of the self-help group initiative, like JEEViKA, inspired the special “ women innovator track”. The government believes that many women entrepreneurs will benefit from this scheme and emerge as “startup didis” like JEEViKA. Some sources even mentioned the plan to host women-only ideation sessions. The program is expected to act as a stepping stone for women’s economic independence and leadership. The officials are aiming to have at least 30 percent of total entries from women-led businesses. 

Financial support and assistance for selected business ideas

As mentioned in the article before, the expert team will select 100 out of these 10,000 ideas based on innovation, viability, and their potential impact on society. These 100 teams will receive mentorship along with Rs 10 lakh seed funding to develop their prototype and conduct market pilots. These selected groups will also get free co-working space with high internet connectivity. 

The government will also help with company registration, trademark filing, and other legal matters. The experts will also provide training on digital marketing, business models, and pricing strategy, along with other workshops. Structured guidance will be given to all these selected winners for easier navigation in the business world. In August 2025, Bihar will also launch the “Idea Festival Summit” in Patna, where 100 shortlisted teams will present themselves in front of judges. From these teams, 10 overall winners will be selected for Rs 50 lakh funding. There will also be wild card teams to corporate partnerships.

Impact on Bihar’s future

This initiative taken by the government of Bihar highlights the potential to reshape the state’s startup ecosystem positively. This will democratize access to entrepreneurship. There are many regions where resources are not available; through the online portal, reaching talent in such areas has become easier. By targeting 10,000 ideas, the chances of finding groundbreaking solutions also increased a lot.
