SUMMARY

Sripriya Ranganathan, the Secretary responsible for Consular, Passport, Visa, and Overseas Indian Affairs in the Ministry of External Affairs, stressed the essential areas of the Chairmanship of BRICS 2026 by India. Speaking at the Inauguration Ceremony of the India-

Egypt BRICS Partnership Conference held in Cairo, the senior bureaucrat emphasized the changing nature of the multilateral partnership among the participating countries. The conference was arranged at the Diplomatic Club of Cairo in coordination with the Indian Embassy of Egypt and the Indian Council of World Affairs.

Official diplomatic tour and core focus area

In the discussion held during the event, Secretary Ranganathan added more details to the core areas of focus of India while taking over leadership of BRICS. She emphasized that the strong strategic partnership between India and Egypt is a definite basis for strengthening mutual collaboration beyond the BRICS framework.

The Secretary highlighted the significance of this bilateral relationship as a crucial instrument for furthering the development interests and priorities of both sides of the Global South. Through this strategic partnership, both countries hope to give emerging economies a stronger collective voice at world fora.

The Cairo speech is part of a larger series of speeches Secretary Ranganathan is conducting to build a stronger regional partnership. The Secretary is on an official multi-nation visit, visiting three countries in the region, namely Egypt, Palestine and Lebanon, according to details released by the Ministry of External Affairs.

The tour takes place from August 16 to August 21 and is aimed at involving key diplomatic players and interlocutors in these countries. Secretary Ranganathan will have wide-ranging engagements with various government officials and stakeholders in these countries during her tenure.

MoEA said the visit focuses mainly on enhancing the legacy of friendly relations between India and Egypt, Palestine and Lebanon. In addition to bilateral cooperation, the upcoming deliberations offer a structured platform for the exchange of views on timely developments in the region and for the discussion of topics of mutual interest for the broader region.

Key aspects and preceding diplomatic engagements

One of the significant features in Secretary Ranganathan’s presence in Cairo is the delivery of the keynote address at the first session on India-Egypt in BRICS: Towards a Stronger Voice for the Global South. The session was designed in a particular way to discuss with Egypt the actionable aspects of the India-BRICS partnership.

This effort is essential to coordinate the interests of developing countries and enhance regional diplomacy, the Ministry of External Affairs remarked. The diplomatic visits are particularly important as the Secretary took her first official visit to these three countries.

The upcoming visit will contribute significantly towards the development of India’s bilateral ties in the region, and also help lay a solid base for interactions within multilateral forums such as BRICS, where the interactions are geared towards improving India’s economic and political ties with regional players.

Before her travel to Cairo for the BRICS conference, Secretary Ranganathan was engaged in key bilateral meetings in New Delhi. She co-chaired the 7th Meeting of the India-UAE Joint Committee on Consular Affairs with the Undersecretary of the Ministry of Foreign Affairs of the United Arab Emirates, Mr. Omar Obaid Mohammed Alshamsi. Consular exchange and joint protocols of mutual assistance in matters of public welfare were the focal points of the meeting held in Delhi on July 22.

At that meeting, both India and the UAE reiterated their mutual intent for the safety, dignity and overall well-being of their citizens living in both states. During the successful meeting of the Joint Committee, India had covered the groundwork for future diplomatic engagement in Egypt, Palestine and Lebanon with regard to overseas citizens.

Conclusion

The presence of India’s Ministry of External Affairs Secretary in Cairo reflects the country’s firm intention to take over the Chairship of the BRICS in Cairo in 2026. Through bilateral strategic partnerships like India-Egypt, India’s advocacy for the Global South remains strong and continues to link to wider multilateral outcomes.

The diplomatic efforts are expected to deepen India’s engagement with the region, improve consular cooperation, and further bolster India’s diplomatic ties with the three nations throughout the Secretary’s visit, which spans from August 16 to 21.
